Our reporter Chen Yongsheng and Ma Yujing
afforestation, tending, management, nursery stock, tourism, investment promotion. This is the Taizishan Forest Management Bureau of Hubei Province.
The main reform task of Hubei State-owned Forest Farm is completed. Of the 224 state-owned forest farms in the province, 216 have been identified as public welfare institutions. Taizishan is one of them and has been identified as the second category of public welfare. There are nearly 120,000 acres of forest in the northern foot of the Jianghan Plain. Many changes are taking place because of reforms.
Central China Karst Forest
Taizi Mountain, named after the Emperor Jiajing of the Ming Dynasty hunting here.
Dahongshan transitions to the Jianghan Plain, and the territory of Jingshan is Taizishan. The mountain is not high, the highest elevation is only 467.4 meters, low mountains, low hills, hills, hills and valleys are interlaced. The diverse terrain gave birth to diverse species. The forest coverage rate is 85% in the area under the jurisdiction of the Forest Management Bureau. There are rare plants such as Taiwan fir, tulip tree, eucommia, phoebe, and white wax, and there are more than 70 species of beasts and birds.
When the site was established in 1957, Taizishan once reached an area of 1.38 million mu. It was the first state-owned mechanized forest farm in the province. Nearly 100 counties in 19 provinces have joined the construction of tens of thousands of people. The experience is very similar to that of Saihanba. At that time, Taizishan experienced the War of Resistance Against Japan, with thatch overgrown, sparsely populated, and schistosomiasis infested.
The Hubei Provincial Party Committee and the Provincial Government are building a state-owned forest farm here for the purpose of invigorating forests and suppressing snails, restoring nature, providing timber, and protecting the ecological safety of the large granaries in the Jianghan Plain.
The uniqueness of Taizi Mountain lies in its karst topography. Shicang rainforest is famous far and wide, and trees and rocks can be seen everywhere. Wangmang Cave is an underground cave where Wangmang of the Western Han Dynasty once took refuge in hiding gold. The stalactites in the cave are fully developed, and exploration in the cave requires touching, climbing, turning, and rolling, but there is no danger.
Located in the central area of Hubei's one main and two sub-city, it is an important node at the intersection of Wuhan urban circle and western Hubei ecological and cultural tourism circle. It is only 150 kilometers away from Wuhan. The Shanghai-Chengdu Expressway passes through the border and forms a tic-tac-toe network with Xu-Guang Expressway, Hu-Yu Expressway and Er-Guang Expressway, which surrounds the surrounding area of Taizi Mountain.
Virgin Forest Large Diameter Timber
Entering Nonggu Avenue from Shanghai-Chengdu Expressway, there are 260 acres of masson pine along the road, and it is carrying out near-natural management. The 50-year-old trees retain 8 plants per mu. After cutting down the disturbing trees, more than 40 phoebe trees and Schima superba are interplanted per mu, and occasionally a few camphor trees are preserved by natural regeneration.
This is a Masson pine plantation established in 1967.
70-year-old Luo Zhongyuan came to Taizishan with his father when he was a child and witnessed the ecological improvement of Taizishan. The forest farm was planted with seedlings and afforestation. From 1963 to 1974, the main barren hills were greened; after the introduction of Pinus massoniana in Guangdong and Guangxi, Loblolly pine and slash pine were introduced from abroad in 1973-1977; in 1977, the forest farm began to build fast-growing and high-yielding fir forests.
According to the Records of Prince Mountain, from 1958 to 2006, a total of 257,198 acres of forests were planted in Prince Mountain.
The highest harvesting year of the Forest Management Bureau occurred in 1989 and 1990, respectively, with a harvesting reserve of 27,000 cubic meters. Subsequently, logging tasks have been reduced year by year, and ecological protection has been paid more attention.
The Fairy Forest Farm under the jurisdiction of the Forestry Management Bureau relies on the Sub-Forest Institute of the Chinese Academy of Forestry to replant precious tree species after selective cutting of pure forests. The farm director Ke Zunfa said that they have introduced Phoebe zhennan, Zhejiang Phoebe, Phoebe Phoebe, and yew from 48 families, forming a variety of planting patterns such as Masson pine-Phoebe-Phoebe, Paulownia-Phoebe, Paulownia-Phoebe, and Cunninghamia-Phoebe. Nowadays, the phoebe under the fir has more than 3 meters.
Ecology is always the main business of the Forest Management Bureau.
In 2018, Taizishan completed 1967 acres of afforestation with verdant bushes, 13,843 acres of forest tending, 358 acres of low-efficiency nursery land reconstruction, and 3,000 acres of forestry transformation. The implementation of the national reserve forest project of 2,000 acres, the cultivation of 10.25 million high-quality seeds, large diameters Cultivate 1,000 mu of timber and build 3 new forest management demonstration sites. Forest quality is further improved.
The essence of the forest comes from the primeval forest.
The Wangmang Cave Scenic Area has a total area of 8,000 mu, with a forest coverage rate of 98%, and it is covered with oak and other primitive forests.
Reform without falling behind
In the reform, Taizishan was classified as the second category of public welfare.
At present, according to the plan approved by the Hubei Forestry Bureau, Taizishan has determined that there are 10 internal departments and 5 public institutions; 509 employees, 157 approved business positions, and 365 business management positions. Including retired employees, 1,075 employees have achieved full coverage of the "five social insurances and one housing fund", and they are striving for the integration of endowment insurance for institutions directly under the province.
The schools and hospitals of the Forest Management Bureau are exploring ways to market social functions. Every year, the forest farm also spends more than 300,000 yuan to provide relief and assistance to employees who have family difficulties, poverty due to illness, and poverty due to children going to school.
There are more than 20 enterprises in Taizishan, including machinery, pharmaceuticals, building materials, chemicals, wood processing, etc. During the reform, the existing operating assets were integrated and the Hubei Taizishan Forestry Development Co., Ltd. was established, laying the foundation for the separation of business and enterprises. The surplus employees have been diverted and settled through various methods such as direct enterprises, share-holding enterprises and investment-inviting enterprises, early retirement, early retirement, self-employment, employment outside, and employment on contracted land.
80-year-old Zheng Chuanyou has a monthly retirement salary of 3,500 yuan. He runs a 10-mu nursery in the small town and grows sweet-scented osmanthus and nanmu. Talking about the current days, he said the most "Unexpectedly", "I have a salary for meals, medical insurance for medical treatment, and a bit of self-preservation. I really didn't expect such a day."
The future prospects are promising
In 2018, the Taizishan Forest Management Bureau achieved a comprehensive income of 115.22 million yuan and a profit and tax of 6.02 million yuan. The main source of income comes from forest tourism, seedling industry and underforest economy. In that year, the three industries achieved incomes of more than 25 million yuan, 18 million yuan and 30 million yuan respectively, and the follow-up is promising.
Wangmang Cave is the core scenic spot of Taizi Mountain. It was developed in 2000 and opened two years later. In 2018, it received 51,000 tourists, accounting for 1/3 of the overall tourist reception. Lu Congping, manager of the Tourism Development Company, said that when tourists enter the scenic area, they can listen, see, and experience three times. The scenic area has gentle mountains, good accessibility, air travel, specimen production, more than 300 scientific research cards, explanations of the forest ecosystem, primitive forests and camping bases, which can meet the recreational experience of all ages and different groups of people .
In addition to Wangmang Cave, there is also a hunting cultural theme park, as well as a forest town, a rose garden, and a crape myrtle garden. Every project is not simple.
Hunting Park has a zoo, cultural exhibitions, and a hunter school. Longtai Rose Garden covers an area of more than 200 acres and has collected more than 200 varieties. It and the Begonia Garden, Tea Garden and Rare Variety Garden under construction are also part of the planned Central China Botanical Garden. Taizishan is still building a popular science museum, and the main building of about 1,200 square meters has been completed.
Prince Mountain, everywhere people feel vitality.
The Yangxin Valley Project of Prince Villa is continuing to advance. A few days ago, the Forest Management Bureau signed a cooperation agreement with two companies, with a total investment of 400 million yuan, and negotiated an additional investment of 100 million yuan for one company. Feng Zhengyao, director of the Forest Management Bureau, said that with high-quality forests as a foundation, Taizishan will eventually be built into a health-care town, cultural and creative base, and a recreational paradise.
